Short Profile

Zafer Yılmaz has received his PhD from Ankara University. He has been a researcher and visiting scholar at the Freie Universität Berlin, the Brunel University London, the University of California, Berkeley and Universität Potsdam. He currently works on the rise of authoritarianism, transformation of the rule of law and citizenship in Turkey.

 

The Genealogy of Turkish "Exceptional" State: The State of Emergency Policies, Constitutionalism and Citizenship in Turkey


This research examines the impacts of state of emergency and martial law policies on the constitutionalism and legal and constitutional foundations of citizenship from 1960 military coup to 2019 in Turkey. It aims to reveal deeply rooted legal and the political mechanisms, which strengthen the everlasting appeal to the state of emergency policies in the country.
